Job Purpose
- The Cessation of
Duty Manager provides operational leadership and statutory oversight for all
decisions relating to the ending of homelessness duties under the Housing Act
1996 and the Homelessness Reduction Act 2017. The role ensures that decisions
to end prevention, relief, or main housing duties are legally sound,
defensible, timely, and supported by clear written reasoning.
Key Duties/Accountabilities
- Provide operational leadership and quality assurance for all
cessation‑of‑duty decisions.
- Ensure decisions are lawful, evidence‑based,
defensible, and issued within statutory timeframes.
- Oversee the accuracy, clarity, and quality of written
decision letters and case records.
- Manage a team of Caseworkers, setting performance
expectations and ensuring consistent, high‑quality practice.
- Act as the escalation point for complex, high‑risk,
or sensitive cases, including safeguarding, domestic abuse, severe
vulnerability, and public protection matters.
- Hold a small personal caseload to maintain operational
knowledge and support demand pressures.
- Provide expert guidance to Caseworkers on the interpretation
of housing legislation and statutory duties.
Essential Experience Required
- Experience working within homelessness, housing needs, or
related statutory services.
- Strong background in decision‑making under the Housing Act 1996
and Homelessness Reduction Act 2017.
- Experience managing complex, high‑risk, or
sensitive cases, including safeguarding and domestic abuse.
Essential Qualifications Required
- Relevant
professional experience within housing, homelessness, or public‑sector
case management.
- Strong working
knowledge of the Housing Act 1996, Homelessness Reduction Act 2017,
safeguarding frameworks, and associated statutory duties.
Additional information to note
- Working hours: 35 hours per week
- Enhanced DBS required.

- The interview will be undertaken online and will commence
with a 15 minute presentation
- Work pattern - 2 days in the office minimum
- We work on Bi weekly payment schedule
