Job description
3 months contract with a local authority
Job Purpose
- The Civil
Enforcement Officer is responsible for enforcing on‑street
and off‑street parking regulations across the North Essex Parking Partnership
area. The role supports the delivery of a fair, consistent and effective
parking enforcement service, ensuring compliance with traffic regulations,
maintaining public safety, and contributing to the smooth operation of the
local transport network.
Key Duties/Accountabilities
- Patrol on‑street and off‑street
parking areas to ensure compliance with parking regulations and Traffic
Management Orders.
- Issue Penalty Charge Notices (PCNs) accurately and lawfully
in accordance with operational procedures and legislation.
- Operate handheld enforcement equipment and cameras to record
evidence for PCNs.
- Appear at adjudication hearings or court proceedings when
required.
Essential Experience Required
- Numerate and literate with strong attention to detail.
- Clear and confident verbal and written communication skills.
- Ability to deal professionally with members of the public in
varied circumstances.
Essential Qualifications Required
- Full, clean UK
Manual Driving Licence (Essential).
- Good level of ICT
skills, including use of email, mobile devices and applications.
- Understanding of
data protection principles.
Additional information to note
- Working Hours: As a Civil Enforcement Officer, you will be
required to start and end your shift at Latton Bush, Southern Way, Harlow
consisting of hours 07:30am-19:00pm with 1 hour lunch (10 ½ hours per day)

- We work on bi-weekly schedule.
