Job description
3 Month Contract With A Local Authority
Job Purpose
To deliver high-quality estate services across a defined area, ensuring estates are maintained to the highest standards of cleanliness, safety, and appearance. The role leads and manages a team of caretakers, oversees service delivery across multiple estate functions, and works collaboratively with residents, internal teams, and partner agencies to improve neighbourhood environments and resident satisfaction.
Key Responsibilities
- Ensure estates are maintained to high standards of cleanliness, safety, security, and overall appearance.
- Monitor and take corrective action on estate services including waste and recycling, grounds maintenance, communal repairs, lighting, and play areas.
- Conduct regular estate inspections, raising and tracking remedial actions through to completion.
- Oversee communal repairs, including emergency and health & safety-related works, ensuring quality and timeliness.
- Respond to emergencies, coordinating with residents, emergency services, and contractors.
- Work with tenancy management and community safety teams to address anti-social behaviour (ASB).
- Maintain accurate records, produce performance reports, and use IT systems for inspections and service tracking.
- Lead and manage a dispersed team of caretakers, including agency and relief staff.
- Oversee recruitment, induction, probation, and ongoing training and development.
- Conduct regular one-to-one supervision meetings and performance reviews.
- Manage staff performance, conduct, sickness absence, and wellbeing in line with council policies.
- Ensure adequate staffing levels and effective allocation of work.
- Promote a positive, resident-focused team culture through coaching and leadership.
- Ensure compliance with Health & Safety legislation, including safe working environments and proper use of PPE.
- Build strong relationships with residents, tenant groups, and partner agencies.
- Act as a key link with Tenant Management Organisations (TMOs) and Residents Associations (TRAs).
- Attend and actively participate in resident meetings, including occasional evening attendance.
- Provide clear, professional responses to enquiries, complaints, and correspondence.
- Support community engagement, participation, and development initiatives.
- Contribute to the council’s leadership objectives and corporate initiatives.
- Work collaboratively across council departments and with external partners.
- Promote and embed the council’s CARE values: collaborative, ambitious, resourceful, and empowering.
- Drive service improvements and contribute to policy and procedure development.
- Ensure compliance with Health & Safety, GDPR, safeguarding, and relevant legislation.
- Maintain accurate records and ensure audit readiness across all service areas.
- Monitor risks and escalate issues appropriately.
- Support effective financial management, ensuring value for money.
- Monitor use of resources, materials, and equipment.
- Oversee ordering and stock control of cleaning supplies and machinery.
Requirements
- Experience managing frontline service teams, ideally within housing or estate services.
- Strong knowledge of estate management functions (cleaning, waste, grounds maintenance, repairs).
- Experience of performance management, staff supervision, and HR processes.
- Understanding of Health & Safety legislation and compliance requirements.
- Excellent communication and stakeholder engagement skills.
- Ability to manage multiple priorities and respond to emergencies effectively.
- Competent in using IT systems for reporting and service management.
- Experience working in a local authority or social housing environment.
- Knowledge of tenancy management, ASB processes, and community engagement.
- Relevant qualification in housing, facilities management, or leadership.
Additional Information
- Hours: 35hours per week (including occasional evenings and weekends on a rota basis)
- Payment: Bi-weekly payments
- Location: Borough-based role (Islington estates and surrounding areas)
