Job Purpose
- The Strategic
Improvement & Transformation Lead will be responsible for driving,
coordinating, and delivering the Adult Social Care (ASC) Improvement &
Transformation Programme. Working closely with the Director of Modernisation,
this role leads major strategic change, ensures robust governance, and supports
the delivery of improved outcomes, operational effectiveness, and financial
sustainability across ASC services. The postholder will translate national
policy into local practice, lead inspection readiness, and champion a culture
of continuous improvement across the organisation.
Key Duties/Accountabilities
- Lead the development and delivery of the ASC Improvement
& Transformation Programme in alignment with the Modernisation Programme.
- Develop outcome‑based workplans with the Director
of Modernisation, ensuring alignment with corporate governance frameworks.
- Translate national policy, legislation, and regulatory
requirements into local improvement initiatives.
- Oversee transformation programmes linked to Care Act duties,
safeguarding, integration, prevention, and independence.
- Drive measurable service redesign that improves outcomes,
increases efficiency, and supports financial sustainability.
- Lead preparation for inspections and external reviews,
including the CQC assurance framework.
- Develop and maintain strategies, procedures, and guidelines
that support strong governance and assurance across the ASC operating model.
Essential Experience Required
- Proven experience leading large‑scale
transformation or improvement programmes within ASC, health, or a similar
complex public sector environment.
- Strong background in programme and project management,
governance, and risk management.
- Experience using performance data, financial analysis, and
demand modelling to inform strategic decision‑making.
Essential Qualifications Required
- Degree or equivalent
professional qualification in a relevant field (e.g., social care, health,
public policy, business management).
- Formal project or
programme management certification (e.g., PRINCE2, MSP, APM) is highly
desirable.
- Strong understanding
of national ASC legislation, policy, and regulatory frameworks (including the
Care Act).
