6 Month Contract With A Local Authority


Job Purpose

To contribute to the provision of a comprehensive legal service to the Council and its Officers by providing legal advice and support on a wide range of highways and transportation matters. The role supports the effective discharge of the Council’s statutory functions, particularly in relation to highways, development, regeneration, traffic management, and infrastructure projects within a changing local government environment.




Key Responsibilities

  • Provide legal advice on the Highways Act 1980 and related highways legislation.
  • Advise on highways and traffic matters arising from planning, development, regeneration, and infrastructure schemes.
  • Draft and review legal agreements, notices, licences, and orders including Section 38, Section 278, and Section 50 agreements.
  • Draft, advise on, and support the implementation of Traffic Regulation Orders (TROs).
  • Advise on public rights of way, highway adoption, and traffic regulation matters.
  • Provide legal advice relating to the Flood and Water Management Act 2010 and Land Drainage Act 1991.
  • Draft and negotiate legal agreements relating to Sustainable Drainage Systems (SuDS).
  • Support the Council’s Lead Local Flood Authority (LLFA) functions and flood risk management responsibilities.
  • Advise on governance, public law, and lawful decision-making processes.
  • Support officers and Members in committee meetings and highways-related decision-making.
  • Instruct and manage external legal advisers where required.
  • Contribute to reports, guidance, and legal documentation to support robust and proportionate decision-making.
  • Work collaboratively within Legal Services, supporting colleagues and maintaining service continuity during organisational change and Local Government Reorganisation (LGR).


Requirements

  • Qualified Solicitor, Barrister, or Chartered Legal Executive.
  • Minimum of two years’ relevant post-qualification experience.
  • Experience advising on highways law or a closely related public law area.
  • Experience supporting highways matters connected to development and regeneration projects.
  • Experience advising on Traffic Regulation Orders and traffic management measures.
  • Experience drafting and negotiating highways agreements and related legal documentation.
  • Experience advising on governance and public-sector decision-making processes.
  • Strong knowledge of:
    • Highways Act 1980
    • Flood and Water Management Act 2010
    • Land Drainage Act 1991
    • Related highways, traffic, and public law legislation
  • Understanding of the relationship between highways, planning, and infrastructure delivery.
  • Strong drafting, negotiation, and legal advisory skills.
  • Ability to communicate legal advice clearly and effectively in a political and public-sector environment.
  • Strong stakeholder management and relationship-building skills.
  • Ability to work collaboratively within a team and adapt to organisational change.
  • Resilient, flexible, and able to manage competing priorities effectively.
