Job description
6 months contract with a Local Authority
Job Summary:
• This is a key interim leadership role focused on embedding cultural change within a recently restructured housing service.
• The postholder will work closely with five Team Leaders, supporting and guiding a team of approximately 25 officers.
• The primary objective is to drive cultural and performance improvements across the service, ensuring that new ways of working are embedded effectively and sustainably.
Key Duties/Accountabilities (Sample):
• Lead the implementation of cultural change initiatives across the service.
• Support and coach Team Leaders to embed new structures and working practices.
• Monitor service delivery and support continuous improvement efforts.
• Foster a culture of accountability, collaboration, and high performance.
• Work collaboratively with stakeholders to ensure consistency and improvement in service delivery.
• Report progress and identify areas for development in service performance.
• Act as a senior advisor in relation to operational and workforce development issues.
• Work from the office a minimum of three days per week to provide visible and direct leadership.
Skills/Experience:
• Proven track record of delivering cultural change in a public service or similar environment.
• Strong leadership and people management skills.
• Experience supporting managers and teams through organisational restructure.
• Excellent communication and influencing skills.
• Able to inspire and engage others in change initiatives.
• Performance management and service improvement experience.
• Housing legislation knowledge (e.g., Housing Wales Act) is helpful but not essential.
• Experience in managing or supporting medium-sized operational teams.

• On-site presence is required at least 3 days per week, 2 days – WFH.
