Planning Infrastructure Monitoring Assistant – 6 Month Contract


Location: Basingstoke
Rate: £22.20 per hour (Umbrella)
Contract: Temporary (6 Months)
Hours: Full-Time
Working Pattern: Hybrid Working – 3 Days Office-Based and 2 Days Remote (working days to be agreed with the Line Manager)
Pay: Bi-weekly

Summary


This role is a temporary 6-month contract within the Planning and Infrastructure Team, focusing on managing the Section 106 scoping process and supporting the administration of the Community Infrastructure Levy (CIL). The position is crucial for ensuring effective collection and monitoring of developer contributions. The successful candidate will collaborate with Planning Officers, Legal Services, developers, and stakeholders to secure, monitor, and administer developer contributions in line with legislation and council policies.

Key Responsibilities


Section 106 Administration

  • Manage the Section 106 scoping process.
  • Consult with stakeholders regarding planning obligations.
  • Record and monitor responses from consultees.
  • Collaborate with Planning Officers and Legal Officers to secure agreements timely.
  • Maintain accurate records of Section 106 obligations and agreements.

Community Infrastructure Levy (CIL)

  • Assist with the administration and management of the CIL process.
  • Assess planning applications for CIL charge liability.
  • Calculate CIL liabilities and issue notices.
  • Act as the Council's Collection Officer for CIL-related documentation.
  • Manage exemption applications and assess eligibility per Council policies and CIL regulations.
  • Apply surcharges and late payment interest as appropriate.

Monitoring & Compliance

  • Monitor compliance with Section 106 Agreements and CIL obligations.
  • Maintain accurate databases and monitoring systems.
  • Track payments, triggers, obligations, and compliance requirements.
  • Identify breaches of planning obligations and report to relevant officers.

Reporting & Data Management

  • Produce reports and data summaries on developer contributions.
  • Provide information for the Annual Infrastructure Funding Statement.
  • Maintain accurate records and audit trails.
  • Support performance monitoring and service reporting requirements.

Appeals & Legal Support

  • Prepare Statements of Case for CIL appeals.
  • Support legal and planning teams in appeals, enforcement actions, and compliance matters.
  • Provide evidence and supporting documentation as required.

Stakeholder Management

  • Respond to enquiries from Councillors, Parish Councils, developers, solicitors, planning consultants, members of the public, and internal council services.
  • Provide guidance on Section 106 Agreements, CIL obligations, and planning conditions.

Freedom of Information & Enquiries

  • Respond to Freedom of Information requests related to Section 106 and CIL matters.
  • Address enquiries concerning planning obligations, conditions, and infrastructure contributions.
  • Ensure accurate and timely responses.

Legislative & Policy Compliance

  • Maintain up-to-date knowledge of CIL Regulations, Section 106 Planning Obligations, Planning Legislation, Local Planning Policies, and Data Protection Requirements.
  • Ensure all work complies with relevant legislation and professional standards.

Requirements

Requirements:

Essential

  • Experience in Planning, Development Management, Infrastructure Planning, or a Local Authority environment.
  • Knowledge of Section 106 Agreements and CIL processes.
  • Experience managing databases and maintaining accurate records.
  • Strong administrative, analytical, and organizational skills.
  • Experience dealing with developers, solicitors, planning officers, and stakeholders.
  • Ability to interpret legislation, policies, and planning obligations.
  • Excellent written and verbal communication skills.

Desirable

  • Previous Local Authority planning experience.
  • Experience administering or monitoring Section 106 Agreements.
  • Experience with CIL processes.
  • Knowledge of Planning Enforcement and Development Management procedures.
  • Experience preparing data reports and funding statements.
