Job Description


Summary


The Schemes Manager for Estates (Parking Services) plays a crucial role in enhancing the efficiency and performance of Parking Services, with a particular emphasis on housing estate parking schemes. This position supports the Parking Design and Improvement Manager and Head of Parking by leading the design, delivery, and management of parking projects. The role requires ensuring projects are completed on time, within budget, and in compliance with governance and statutory requirements, while also providing leadership to a team.

Key Responsibilities


Project & Service Management


  • Lead the delivery of parking schemes and projects across housing estates.
  • Develop and manage complex project plans, ensuring timely and budget-conscious delivery.
  • Monitor progress, manage risks, and ensure successful project completion.
  • Prepare and evaluate project outcomes and performance.

Operational Oversight


  • Manage day-to-day operations of estate parking services, including permits, suspensions, dispensations, and paid parking services.
  • Ensure service delivery meets agreed standards, targets, and compliance requirements.

Financial & Budget Management


  • Manage budgets, funding streams, and financial planning.
  • Provide cost estimates, financial reports, and performance analysis.
  • Ensure effective income reconciliation across all service areas.
  • Monitor financial performance against project baselines.

Leadership & Team Management


  • Line manage a team of approximately 5–6 staff.
  • Provide supervision, support, and performance management.
  • Allocate workloads and monitor outputs.
  • Support staff development and training.

Stakeholder & Partnership Working


  • Collaborate with internal departments, contractors, and consultants.
  • Engage with residents, councillors, MPs, and external stakeholders.
  • Respond to complex enquiries, complaints, FOIs, and member requests.

Governance & Compliance


  • Ensure compliance with legislation, council policies, and audit requirements.
  • Implement audit recommendations and ensure readiness for inspections.
  • Maintain accurate records and data systems.

Reporting & Analysis


  • Produce weekly/monthly performance reports.
  • Analyse large datasets (permits, PCNs, payments).
  • Identify trends, risks, and areas for improvement.

Additional Duties


  • Conduct site visits and inspections.
  • Investigate potential fraud cases and present findings.
  • Support emergency planning and business continuity.
  • Contribute to continuous improvement and service development.

Knowledge


Essential:

  • Strong understanding of parking services, estate management, or transport-related schemes.
