3 month contract role with a Local Authority
Job Summary:
• The Senior Safety & Resilience Officer (Health & Safety Compliance Officer – Waste Services) supports the delivery of safe, compliant, and efficient waste and recycling operations across Rugby Borough.
• The role focuses on ensuring adherence to UK health and safety legislation, conducting inspections and investigations, and promoting a strong safety culture within frontline operational teams.
• It combines compliance oversight, on-site monitoring, and proactive risk management, including the use of CCTV systems.

Key Duties/Accountabilities (Sample):
• Ensure compliance with all relevant health and safety legislation, including HASAWA, COSHH, and RIDDOR.
• Develop, implement, and review risk assessments and Safe Systems of Work (SSOW).
• Conduct audits, inspections, and operational monitoring across depots and collection routes.
• Use CCTV systems to monitor safety behaviours and investigate incidents.
• Investigate accidents, near misses, and dangerous occurrences, identifying root causes.
• Deliver training, toolbox talks, and support workforce competency.
• Monitor vehicle and equipment safety, including refuse collection vehicles and lifting equipment.
• Oversee contractor and agency worker compliance with H&S standards.
• Support occupational health initiatives and promote workforce wellbeing.
• Contribute to emergency planning and incident response readiness.
• Maintain accurate records and produce reports to support continuous improvement.
• Promote and embed a positive health and safety culture across operational teams.

Skills/Experience:
• Proven experience in a health and safety role within a high-risk operational environment.
• Strong working knowledge of UK health and safety legislation and compliance requirements.
• Experience in risk assessment development and incident investigation.
• Ability to influence and engage frontline staff and stakeholders.
• Strong communication and reporting skills.
• Experience conducting inspections, audits, and compliance monitoring.
• Ability to work independently across multiple operational sites.
• Competent in analysing safety data and identifying trends.
• Experience in waste services or local authority environment.
• NEBOSH General Certificate (or equivalent).
• Experience using CCTV for monitoring and investigations.

Additional Information:
• Bi-Weekly Payments.
• Based across Rugby Borough, including depots and operational sites.
• Requires regular site visits, ride-alongs, and field-based monitoring.
• Early morning working (from 07:00) and flexibility required.
• 37 hours per week.
