3-6 month contract role with a Local Authority
Job Summary:
• The Service Improvement Manager will provide interim leadership for improvement and assurance activity within Housing Services at Enfield Council.
• Reporting to the Divisional Head of Housing Services and Director of Housing, the postholder will drive service improvements, strengthen governance frameworks, and ensure high-quality service delivery to residents.
• This role focuses on delivering short-term, high-impact change across housing operations, supporting performance, compliance and customer outcomes.

Key Duties/Accountabilities (Sample):
• Lead the delivery of service improvement initiatives across Housing Services.
• Develop and implement assurance frameworks to strengthen governance, compliance and performance monitoring.
• Review existing processes and identify opportunities for efficiency, quality improvement and better resident outcomes.
• Manage and support a small team (approx. 4 staff), providing direction and oversight.
• Work closely with senior leadership to support strategic priorities and improvement plans.
• Analyse performance data, identify trends and implement corrective actions where required.
• Ensure compliance with regulatory standards, policies and procedures.
• Engage with internal and external stakeholders to support service transformation.
• Prepare reports, briefings and updates for senior management.
• Support delivery of housing service objectives within a fast-paced, change environment.

Skills/Experience:
• Proven experience in service improvement, transformation or change management within housing or local government.
• Strong understanding of housing services, ideally within a local authority setting.
• Experience developing and implementing assurance or governance frameworks.
• Ability to analyse performance data and drive measurable improvements.
• Experience managing or supervising teams.
• Strong stakeholder engagement and communication skills.
• Knowledge of regulatory requirements and compliance within housing services.
• Ability to operate effectively in an interim / fast-paced environment.

Additional Information:
• Bi-Weekly Payments.
• Location: Edmonton Green Library, London (on-site requirements may apply).
• Contract: Interim (3–6 months).
• Hours: 36 per week (09:00–17:00).
