Summary
- This role involves delivering a high-quality, customer-focused Housing Needs service, ensuring effective assessment, prevention, and relief of homelessness in line with statutory duties. The position requires expertise in homelessness legislation, Housing Reduction Act (HRA) processes, and Part VII of the Housing Act 1996. The successful candidate will make lawful decisions, develop Personalised Housing Plans (PHPs), and assist residents in securing appropriate housing solutions.
Responsibilities
- Conduct detailed homelessness assessments under the Housing Act 1996 Part VII, Homelessness Act 2002, and Homelessness Reduction Act 2017.
- Manage cases through Prevention, Relief, and Main Duty stages, ensuring compliance with statutory timescales.
- Prepare and issue legally sound s184 decision letters.
- Identify appropriate housing solutions, including temporary accommodation, private rented sector options, and supported housing pathways.
- Collaborate with internal departments, external agencies, landlords, and voluntary organizations to prevent homelessness.
Essential Experience Required
- Considerable experience delivering homelessness services, including Relief and Main Duty casework.
- Strong background in homelessness decision-making, including issuing legally robust determinations.
- Proven experience applying Part 7 of the Housing Act 1996, Homelessness Act 2002, and HRA 2017.
- Advanced experience dealing with homelessness cases involving landlord/tenant disputes, evictions, and housing rights.
Essential Qualifications Required
- In-depth knowledge of:
- Housing Act 1996 Part VII
- Homelessness Act 2002
- Homelessness Reduction Act (HRA 2017)
- Relevant case law and guidance (e.g., Code of Guidance)
- Housing Act 1996 Part VII
- Strong understanding of welfare benefits, housing options, and tenancy law.

- Working hours: 37 hours per week
- Bi-weekly payments
- Office presence required 2/3 days per week
- Standard DBS required
