3 month contract role with a Local Authority
Job Summary:
• Deliver specialist private sector housing enforcement and compliance services, ensuring properties meet statutory standards and contribute to safe, healthy living conditions.
• Undertake inspections, assess housing conditions using HHSRS, and take appropriate enforcement action in line with legislation and council policies.
• Support the Council in managing additional workload by ensuring timely, effective and legally compliant interventions across the private housing sector.

Key Duties/Accountabilities (Sample):
• Conduct property inspections within the private rented sector, identifying hazards using the Housing Health and Safety Rating System (HHSRS).
• Assess risks and determine appropriate action to ensure compliance with housing standards.
• Undertake enforcement action where required, including serving notices, orders and initiating legal proceedings.
• Regulate and monitor Houses in Multiple Occupation (HMOs), including licensing, compliance checks and enforcement.
• Provide professional advice to landlords, tenants and other stakeholders on housing standards and legal responsibilities.
• Prepare detailed reports, case files and evidence to support enforcement and legal action.
• Work collaboratively with internal teams and external agencies to resolve complex housing issues.
• Maintain accurate records and ensure all casework is managed in line with statutory requirements and council procedures.
• Contribute to service improvement and ensure delivery aligns with legislative and regulatory frameworks.

Skills/Experience:
• Must hold a recognised HHSRS qualification with proven experience in hazard identification and risk assessment.
• Strong experience within Private Sector Housing / Environmental Health / Housing Compliance roles.
• Demonstrable experience of enforcement action, including serving notices and progressing legal cases.
• In-depth knowledge of housing legislation, including HMOs, licensing and regulatory frameworks.
• Experience inspecting and regulating Houses in Multiple Occupation (HMOs).
• Ability to manage a caseload effectively and work independently in a fast-paced environment.
• Strong analytical skills with the ability to make sound, evidence-based decisions.
• Excellent written communication skills, particularly in report writing and legal documentation.
• Confident stakeholder engagement skills when dealing with landlords, tenants and partners.
• High level of attention to detail and commitment to compliance and public safety.

Additional Information:
• Bi-Weekly Payments.
• Client: Telford and Wrekin Council.
• Location: Southwater One (3 days on-site, 2 days remote).
• Contract: Temporary (approx. 3 months).
• Hours: 37 per week (09:00 – 17:30).
• Pay Rate: £38 per hour (Umbrella).
• Reason for Hire: Additional workload.
• Requirement: Must be HHSRS qualified (essential).
