Job Summary:
• Nottinghamshire County Council is seeking two experienced Senior Appeals Officers (SEND) to join the Integrated Children’s Disability Service on a temporary basis due to increased workload. This is a senior-level SEND role with a strong focus on mediation, SEND Tribunal (SENDIST) appeals and complex casework.
• The postholders will oversee and manage the statutory Education, Health and Care (EHC) assessment, planning, provision and review process for children and young people with SEND, ensuring full compliance with legislation and statutory timescales.
• The role includes line management of SEND Caseworkers, quality assurance of EHCPs, and representing the Local Authority at mediation and tribunal hearings.
Key Duties/Accountabilities (Sample):
• Oversee and manage the statutory EHC needs assessment, planning, provision and review process for children and young people with SEND in line with legislation and statutory guidance.
• Act as the authorised officer responsible for the quality, accuracy and sign-off of statutory SEND documentation, including EHCPs.
• Lead on and represent the Local Authority at SEND tribunals, mediation and resolution meetings, including case preparation, evidence gathering and presentation.
• Manage, supervise and appraise a Locality SEND team, providing robust case supervision and performance management.
• Allocate and oversee complex SEND casework, holding a small caseload of the most complex and sensitive cases.
• Ensure statutory deadlines are met for EHC assessments, annual reviews, phase transfers and tribunal responses.
• Analyse and advise on complex assessment, provision and placement decisions, working in partnership with families and professionals.
• Respond to complaints and contribute to responses for Judicial Reviews and Local Government & Social Care Ombudsman enquiries.
• Champion co-production with children, young people and parent/carers throughout the SEND process.
• Maintain strong partnerships with schools, health, social care, SEND services and external providers.
• Quality assure EHCPs and contribute to continuous improvement through the Quality Assurance Framework.
• Provide oversight of vulnerable cohorts including EOTAS, elective home education and children missing education.
Skills/Experience:
• Significant experience working within a Local Authority SEND service at a senior or supervisory level.
• Extensive experience of SEND mediation and SEND Tribunal (SENDIST) appeals, including case preparation and evidence gathering.
• Strong working knowledge of SEND legislation, including: Education Act 19, Children and Families Act 2014, SEN Code of Practice (2014), Equality Act 2010.
• Proven experience of line management, supervision and performance management of SEND staff.
• Ability to manage complex, sensitive and high-risk cases effectively.
• Strong decision-making skills with the ability to represent the Local Authority confidently in formal legal settings.
• Excellent communication and negotiation skills, particularly with families, legal professionals and partner agencies.
• Experience of quality assuring EHCPs and driving service improvement.
• Strong organisational skills and ability to meet statutory deadlines in a high-pressure environment.
