Job description
3 Month Contract With A Local Authority
To deliver robust, fair, and effective environmental enforcement action to improve environmental quality, secure compliance with legislation, and protect public spaces. The post holder will focus on tackling environmental crime under the Environmental Protection Act (EPA) and related legislation, contributing to both environmental improvement and income generation through lawful enforcement activity.
Key Responsibilities
Investigate, prevent, and enforce against a wide range of environmental crimes, including but not limited to:
Commercial waste carrying and presentation offences
Fly-tipping
Fly-posting
Graffiti and defacement
Illegal vehicle repairs and vehicle sales on the public highway
Other relevant environmental offences under the EPA and associated legislation
Issue Fixed Penalty Notices (FPNs), notices, warnings, and initiate prosecutions where appropriate, in line with council policies and legal frameworks.
Conduct interviews under caution in accordance with PACE and gather admissible evidence for legal proceedings.
Prepare high-quality case files, witness statements, and evidence bundles for court and tribunal proceedings.
Attend court as required to give evidence and support successful prosecutions.
Undertake proactive and reactive patrols across the borough, including early mornings, evenings, weekends, or bank holidays as required.
Respond to service requests, complaints, intelligence, and taskings as directed by the management team.
Identify environmental crime hotspots and contribute to targeted enforcement operations.
Engage directly with residents, businesses, and visitors to promote compliance and provide advice on legal responsibilities.
Support the council’s income recovery objectives through lawful and proportionate enforcement activity.
Accurately record enforcement actions, FPNs issued, payments, and outcomes using council systems.
Work closely with Revenues & Benefits teams to ensure effective recovery, escalation, and reporting.
Work collaboratively with internal services (e.g. Waste Services, Legal, ASB, Planning, Highways) and external partners (e.g. Police, Environment Agency).
Participate in joint operations and intelligence-led enforcement initiatives.
Represent the council professionally when dealing with members of the public, businesses, and partner agencies.
Maintain accurate records, notebooks, body-worn video footage, and electronic case management systems.
Produce reports, performance data, and intelligence summaries as required.
Ensure all enforcement activity complies with legislation, council policies, data protection, and health & safety requirements.
Requirements
Proven experience as an Environmental Enforcement Officer or similar regulatory role.
Strong working knowledge of environmental crime and enforcement under the Environmental Protection Act (EPA) and related legislation.
Demonstrable experience dealing with commercial waste offences, fly-tipping, fly-posting, graffiti, and illegal highway activities.
Experience of issuing FPNs and preparing cases for prosecution.
Knowledge of PACE, evidence gathering, and court procedures.
Ability to carry out patrol-based enforcement work independently and confidently.
Excellent communication, negotiation, and conflict management skills.
Competent IT skills, including case management systems and report writing.
Accredited enforcement qualifications (e.g. City & Guilds Environmental Enforcement, WAMITAB, or equivalent).
Experience working within a local authority Revenues & Benefits or income-generating enforcement environment.
Experience of intelligence-led and multi-agency enforcement operations.
Use of body-worn video and digital evidence systems.
